There you go, all you need do now is install a sewer system throughout the town and residential roads on a bond issue, and then you can bring in competitive providers on their own tab. Next, you pay down the obligations over the next 10 years by charging recurring franchise fees and imposing a 12.5 % tariff off the top of their revenue-producing services. The problem is solved ;)
