the schools stood "in loco parentis" i.e. in the place of the parent and they could control and discipline children.

You are so right. I remember as a kid growing up how every year my parents would go to my teachers and counslers and let them know that they could do whatever they needed to do to keep me in line and also to let them know if they needeed any help. The consequences for disrupting school were always severe and dependable.

My father taught school in the 50' and 60's and he is always saying, "We'd never put up with this when I was teachin'".
