Will you are absolutely correct. These Chinese have the same notions the Russians had twenty years ago. They think that stealing technology is the same as inventing it.

Remember..Mao's great leap forward... dumbest national idea in the past four centuries. Even more amazing is that millions of Chinese died following the dictate of that flawed notion.

What do you think their agenda is?
