This is the registry key on my XP that controls smooth scrolling. It's value is changed from 1 to 0 by checking or unchecking smooth scrolling in internet options advanced tab.

If smooth scrolling is enabled the arrow keys and vertical scrolling bars are smooth but mouse scrolling is wavy. Disabled smooth scrolling makes the mouse scroll however many lines you prefer at a time and makes the vertical and horizontal scroll bars jumpy. I'm sure you probably knew this already but I couldn't find any way to have it both ways either.
