I cannot judge on the basis of the technology, but I presume that if it were as clearcut as you make out, Iraq would be ruled out. The circumstantial evidence that JLA mentions seems to me preponderant, if not conclusive.

I do not find what you are trying to say about current policy clear. Since I think it is the correct policy, and you do not offer a substantive criticism, I do not have a comment.
