Lars - My DSL provider does indeed have a router, and I do not have a fixed IP address - it is in a range with the lower 2 bytes variable. It only changes if my DSL modem is powered down or reset, but the point is that the IP address assigned is variable and that makes no difference to how things work.

Likewise the address does not have to be permanent to be public for the purpose of a peer to peer connection - there are lots of mechanisms to set up the link that are dynamic in nature, and many that use a name service rather than a specific address. That will only increase as new P2P capability becomes more common.
