May 1961 - President Kennedy sends 400 American Green Beret 'Special Advisors' to South Vietnam to train South Vietnamese soldiers in methods of 'counter-insurgency' in the fight against Viet Cong guerrillas. Did we act unilaterally, were we asked by South Vietnam to send 400 Green Berets, or what? This didn't happen in a vacuum, and the history and underlying facts seem relevant to this discussion.
