Your premise is that somehow it is possible to kill or incarcerate all terrorists, before some remaining (or replacement) cohorts do more damage in the U.S.

Unfortunately, the point is this: a smaller and smaller number can do more and more damage with fewer and fewer resources as time marches on ... To rest on our laurels and assume we are safe from terrorism by pursuing battles in a number of theatres of combat is a dangerous presumption. This battle will go on for years. After our initial military action, the more involved we are in that region of the world the greater our exposure.

Embargoes are not to "teach them a lesson" -- it is to reduce those that support our enemies, who are supported by our largess to the tune of $1/2 Trillion over the past 10 years, some of which comes back to kill us.
