At the time, the US was both offering military assistance and the South Vietnamese government was asking for it Re. the specifics of what that assistance would be - the initiative and primary decisions were with us as we had the resources. I'm sure South Vietnam would have taken anything we offered.
The same situation prevailed with North Vietnam and the Soviet Union.

A multi-level conflict was ongoing. The US & USSR were engaged in a global chess game with countries like South and North Vietnam used as pawns. At the same time, South and North Vietnam pawns were in their own struggle with one another and used the US-USSR rivalry to solicit support for their struggle.

But neither the US-Soviet rivalry or the North Viet / South Viet conflict was driven by a desire to get at oil offshore North Vietnam.

Thanks. I hope you realize that if what you say is true, the fundamental facts leading to Raymond Duray's conclusions of American imperialism are not as he would have us believe, and his anti-globalism message is groundless. Bad facts, wrong conclusions. Oh, no, don't tell him. He might have to reconsider attending the next anti-globalism protest.
