It would have to be defined according to the event.

For example, it was a violation of a country's sovereignty and human rights for Israel to bomb Iraq's nuclear facilities, twice.

It is a violation of the Palestinian's human rights to not be allowed to return to their property, because Israel claims it would destroy the fabric of the "Jewish" State, yet by creating the "Jewish" State, that event destroyed the fabric of the Palestinians culture, (including Palestinian Jews).

Slavery in the Southern United States was a violation as was Apartheid in South Africa.

It is a violation of human rights for women not to be considered equal citizens in a country, especially in ours.*

*Perhaps the terrorists of September 11 th were defending the American woman's right to an abortion or their demands for equal pay for equal work, much like the American media is sooo concerned about the plight of the Afghani women.
