As best as I could tell; in 1997, the Federal Air Marshall program had a budget of $1.2 Million Dollars and an Administrative staff of around 10 people - which a budget report said, was bloated. The marshals were, I guess, specially trained "volunteers" from other federal law enforcement programs(?) and mainly were used (again from what I understand) on international flights.

You may want to double check though.
