Raymond seems to think the same forces that fueled Imperialism were the same as those in the Cold War. He thinks the US simply stepped in and took over from Britain. Imperialism was the economics of capitalism run rampant and backed by the guns of nation-states. World War Two, and the Cold War which was its continuation, was Ideological. The driving principle was not American economic interests on the periphery of the USSR, but the political and ideological goal of containment of a hostile world power.

Raymond belongs to a group that forget or deny that the struggle against the USSR was real. Its just plain historical revisionism.
