Derek, Simplistic because it overly simplifies what really goes on with 'interests'. Nations don't have interests. The people in charge say that the nation they are in charge of has certain interests. That changes day by day and according to who is in charge. Not everyone in a nation agrees on those interests. Maybe not even a majority agrees that something is the nation's interest. Even if they do all agree, they might be wrong [such as supporting the IRA was a great idea, but now is not considered so cool].

The reason governments make laws to stop people smoking dope for example, is because politicians don't believe that people act in their own best interests. Same with laws to wear seat belts. And many other laws.
