Could the purpose of such be ... It's hard to know what purpose is served by such a vague warning. I'm reminded of the old bumper sticker "Be Alert! - The country needs more lerts". My niece and her boyfriend both work at a highrise office complex. Every day, sometimes twice, they get bomb threats. No bomb has been found but high alert status means that the building is evacuated for each threat. Chances are these threats are called in by someone who wants to get into work an hour late without missing anything, but terrorists could easily learn to "jerk our chains" causing stress and productivity losses.
