I think that energy costs will stay flat or decline this winter:

- lower industrial & retail demand due to recession
- aggressive conservation by households and to a lesser degree businesses (for a single year at least)
- normal (so far) Pacific Northwest rainfall year = much more hydro power

The mitigating factor, of course, is the war, and any damage that occurs in the pipeline, so to speak.
