Cary, take another look at this excerpt:

"principals is everybody but the president. It's all your senior NSC decision-makers. Lots of times we'll have a pre-meeting, if you will, and tee up issues, work issues before we're ready to take something to him for a decision."

By that description, the "principals" meeting seems to be the process by which they prepare issues for discussion with the president. I still don't see how you can conclude that this means Bush is uninvolved. Is it just because they use the word "principals?" If so, I say again, you're reading too much into it.
