| Maybe you should believe the primary target was the Pentagon, they hit it, and the secondary target was the Capitol. As for flight along 66, from the tower at Reagan, the White House, the Pentagon, the Capitol and a lot of other buildings are visible, why wasn't this plane they were on alert looking for, visible? I stick with the route over ANCC, 395, and Navy ANNEX, because that is where the plane was sighted when it came in.
