Your point about the need for container inspections at sea is very important. As you say, finding uranium or any other dangerous material at the dock does very little if the device is armed to explode when the container is opened, or by cell phone. With the number of container ships at sea, though, that might be a formidable task, we would tie up the entire merchant marine force. I wonder if an inspection program could be run out of foreign ports, to inspect the cargo before it's loaded. That might also be a problem, though, for places like Egypt, where that ship originated, and where the inspectors might be bought. We'd need trusted inspectors at every port in the world. Not a good time to live close to a port.
