Two items:
1) Good old democratic boys like Jimmy Carter own large wood lots with old, worn out inneficient board mills. They couldn't compete if the wood was free and if their labor was at minimum wage. As they refuse to invest in modernization, they use their political muscle to build tarrif barriers so they can continue to be innefficient and still be profitable.
2) This is deliberate economic warfare. The other part of the plan is for American timber companies and barrons to buy Canadian lumber companies after their share values are beaten down by a protracted tarrif war. With friends like the Americans, who needs enemies eh:-))
