Democrats will spend the revenues on their welfare subsidies.

Perhaps this should read "Republicans will spend the revenues on Corporate Welfare subsidies while the Democrats will spend the revenues on Individual Welfare subsidies".

I think that the point the author was making is both groups are subject to becoming dependent on handouts.

BTW- why is it that some suggest taxes on Capital Gains are an abomination? It would seem to me that both earned income and capital gains contribute to increases in networth. Yet earned income is taxed at a much higher rate than capital gains. I can see an argument in favor of the status quo- tax policy is slanted towards capital gains to encourage investment. But I can't see this extended to reducing capital gains taxes to zero.

There is a difference between taxing gains in wealth and taxing wealth.
