How about getting NEW employees with qualifications!!!!! Qualified people who fight to get a certain job have a higher skill level and will try to keep that job for a long time.

The security is currently privatized. They hired minimum wage employees who cost thousands their lives and you want to keep that system in place!!!!!! I think the people who hired such lame employees who totally failed at their job on Sept 11........they should be FIRED and charged with endangering the lives of millions of people!!!
