Believe it. Similar counsels of despair were commonplace in the late 18th and early 19th century in regards to piracy on the high seas. But when the world decided to put an end to it they did. The same is now happening with regard to state-sponsored terrorism.

Significantly, colonialism was part of the 19th century solution to ending piracy. That in itself should give those who advocate terror something to ponder.
