In the matter of defense of the American people it is the job of the commander and chief to determine what is required and go to congress and make it so. IF it was not made so then mr. bill failed. It is not the job of the congress to define, but only to provide the means. A failure in defense is a failure of the executive, not the legislative branch of the government.

That's the way it works. If you cannot point to focused speeches in the executive wanting more defensive assets coming from the president then as was posted, mr bill sold a bill of goods. Now all really know that DOD had little interest or meaning to mr. bill. mr. bill was one of the most go everywhere and looks like he saw little and understood less. The stupidest that ever was.
