No. As a matter of fact, the Bush Administration "blocked" nothing. The Administration did make a decision to revisit a number of last minute actions by the criminal enterprise formerly known as, the Clinton Administration, and apparently they decided there was a basis to let these proposed rules be implemented. Given the last minute shenanigans, apparent seeling of pardons, etc. it was perfectly prudent for the Administraiton to make a full review of these matters. Interestingly for all the phony demolib wailing and gnashing of teeth, the Clinton rules were not even scheduled to go into effect for some time. Get your facts straight next time.
