Thank you, Karen. This goes along with what I had read.

So there is nothing, as I thought, about restricting free speech or freedom of the press, or targeting political dissent. Only when investigating suspected terrorists can these exceptional tactics be used, and then, they are mainly inroads against privacy. Since all of these investigatory techniques can be used under warrant, except searching secretly, there is little new here. The main thing is expediting investigation, and allowing for deception similar to that used when going undercover. The probable impact on civil liberties is negligible.......
