His career average is over 100.0, but since his play in the CFL isn't relevant to this discussion, we can only compare head to head years in the NFL. The last three full seasons are:

1998
Flutie - 87.4
Favre - 87.8

1999
Flutie - 75.1
Favre - 74.7

2000
Flutie - 86.5
Favre - 78.0

Looks like Dougie has the edge, even though he played on weaker teams.
