No - not necessarily.

Microsoft's older Windows OS's (3.0/3.1/95/98/ME) have various stability difficulties . No argument there.

Now - when you take Microsofts Windows 2000 or XP OS's - and run the same OS on two different systems with the SAME graphics card and the Same hard disk - and One system is rock solid and the other has instability problems, then something OTHER than the OS is to blame.
