Jihad covers a wide area... it's basic meaning is struggle or striving to change... it can be on a personal level or nationwide... and of course, there is the widely known meaning which is a call for Muslims to fight or go to war... based on my limited knowledge... the call for war, has to be by the Ruler of the Muslims... Bin Laden is not... and the Taliban are not... and since there are many Islamic countries, I would assume it would have to be a recognized head of state...or may be all of them collectively.... I really don't know. regards amein
