Windows 3.1 is the only Windows version that I have used that exhibited no stability problems. However, the retail distribution had unreadable disks that I had to get replaced by MS in order to make the installation. But, then again, I have always had unreadable disks when purchasing a retail distribution of any Microsoft software, something that I never experienced with OEM distributions from sources such as DTK.
