I've seen a couple of articles referenced on SI but cant find them for now, Here is one from the Killen Report:

Anthrax Impacts Post Offices and Billers Worldwide
Terrorists sending anthrax through the mail could shut down branches of the US Post Office so they can clean their plants and install new systems. Shut-downs could have a significant impact on companies that send bills to consumers, such as telcos, utilities, and financial services providers. If their bills are delayed getting to consumers, payments will be delayed. Already consumer paper/electronic bill consolidators like PayMyBills have notified their customers that their services could be impacted because the pace of mail flowing through the eastern US has slowed.

If the Post Office cannot deliver bills in a timely manner, then billers need to find other ways to deliver their bills. This will re-generate interest in EBPP for both billers and consumers. Consumers have been waiting for a clear reason to use billers' EBPP services. Now, based on the anthrax scare, they have one. To get momentum going, billers and Internet service providers need to upgrade their presentment and payment systems to make it easy for consumers to receive the majority of their bills where they want them - via billers' Websites, email, or through Internet account aggregation.
