That's a great idea, Jim. Especially transmitting the seal's code back to the US, where it could be matched on entry. If you go a step further, a smart device could be placed on the container that allowed it to be tracked throughout its journey. That way, if the container was diverted or offloaded and reloaded somewhere, we would know.
It's almost a no-brainer that a terrorist group that obtained WMDs would look at containers as a delivery method. A nuke would easily fit and be concealed, and if it is a working model obtained from another country, it would not release any radiation that could be monitored. If it was a dirty bomb, radiation could be detected, but if it was salvage fused to go off when the container was opened, it's too late. I suppose in that case the ship should be ordered out to sea before the container was inspected.
You know these roll on roll off containers? When they are loaded on trucks, are the containers inspected or opened? If not, that raises another set of possibilities, an easy way for any type of weapon to be used, have it be driven around, and if it had an active GPS unit on board, the terrorists would know where it was at all times.
