Email the Pentagon, guys.

It's sort of poignant and horrifying that the Pentagon wants ideas to combat terrorism, and the FBI wants American citizens to help find the anthrax culprits--at least its honest, but it does show they're out of their element.

The least we can do as good American citizens is send them our good ideas when and if we have them.
