He advised all the Sunni and Shiite Ulamas world-wide that soon there will be a Jahad! Then he prepared himself, stashing food, weapon and supplies in the most remote parts or the planet! He bought a country for this purpose! Then he struck, we prpared for the back lash! He has been hoping to spread his Afghan war to the rest of the world.
