I agree that the tax laws are most difficult to figure out, especially for those of us who have capital gains, mortgage deductions, Hope college credit, etc. And I'm just talking about an individual return. I cannot fathom what a small-businessman must go through. It must be a nightmare. I just had to pay $600 to the state because I screwed up my '97 state return ... put down the figure from line 37 instead of line 27. About $250 of that $600 was interest/penalties.

I have yet to be convinced that a flat tax or consumption tax or national sales tax would be better or fairer. I think we have a graduated income tax for a reason: it's probably the fairest form of taxation, even though the system obviously needs to be simplified.

As far as assigning blame for the existing paperwork-nightmare system, I would contend that Republicans and Democrats are equally to blame. It was a problem long before Bill Clinton took office.
