I don't see how a new hard drive could have anything to do with it. Is she using Internet Explorer? If she's using Opera or Netscape, Microsoft blocked access to some of their sites by any browser other than IE recently and some of the sites aren't accessible yet. That could be an explanation. If she's trying to reach it from a bookmark it may have changed url's and she may need to try getting to it through some search engine. Have her search on the hard drive for a file named "hosts" and rename it backuphosts. If she's on a network that uses the host file you'll have to go back and rename it to "hosts".
