NEW DELHI, India, Nov. 5 — Afghanistan’s ruling Taliban is no longer functioning as a full government after four weeks of U.S. bombing, Defense Secretary Donald Rumsfeld said Sunday during a regional tour to reinforce support for the U.S.-led war on terrorism.
