Did we discuss at an earlier time the issue of whether or not the Bush Administration continued to buy weapons grade material off the former Soviet Union? washingtonpost.com Experts Discuss Chances of Nuclear Terrorism ......Since the breakup of the Soviet Union, the United States has spent billions of dollars on anti-proliferation programs, including some to dismantle the nuclear arsenals of such former Soviet republics as Ukraine, employing former Soviet nuclear scientists and beefing up security at their old facilities. But up to 60 percent of nuclear material in Russia remains inadequately secured, according to Matthew Bunn, assistant director of the science, technology and public policy program at Harvard University's Kennedy School. "This is a threat that we know how to fix and it's a matter of writing checks," said Bunn, who criticized the Bush administration for cutting funding for such nuclear programs in Russia after it came to office. "I think it's shocking. There has been a complete lack of leadership." In a letter to the conference, President Bush said, "We will look to the IAEA to continue serving as a critical instrument to help combat the real and growing threat of nuclear proliferation.".....
