I'm sure they thought of it but I doubt it would work , it would take years and likely two generations or more for the mind set to change enough that any form of democracy could stick in that area. With just one basic source to produce the GNP it tends to divide the country into just two major camps, there's not much to create a diversity or "division of powers" that could give birth to new ideas. Also the concept of separation of state from religion is beyond the mentality of both camps. Jim
