The problem here is that computers are sold like appliances such as TVs or washer-n-dryers. That shouldn't be the case, but how do you fix such a problem?

I don't think there is any fix to this problem, because if you have staff that's not completely clueless, the retail chains would have to pay them more, and customers would ask them questions about their computer problems (waste their time, keep them from selling computers).
