So can you tell us which parts of P4 are running "slower than the nominally-quoted clock frequency of the processor"?

I've got a better idea. Since you are the one that's so convinced that the decoders are one of the places that receive such a "slow" clock, why don't you show me where it proves your point? Gotta problem with backing up your own FUD?
