Cash does represent value. More importantly from a biotech/pharmaceutical investment point of view, it represents the ability to build the infrastructure required to bring products to market and to support that infrastructure for the many years it takes. It can also represent insurance against dilution that would otherwise inevitably need to take place in order to raise more capital. It is a real stretch to interpret cash as a sign of weakness.
