I do not believe there is a glut of bandwidth that everyone claims.

The standard claim is that there is a glut of bandwith because only 2-3% of fiber is lit (being used).

This shows ignorance of the business. If you are a Telco, and you have just paid through the nose to rip open the streets of down town Chicago to install fiber, you will likely drop quite a few more wires than necessary so you don't have to do it all over again next year (or next decade, for that matter).

Fiber is dirt cheap compared to other expenses mainly construction costs and routing/switching equipment.

Once the fiber is in the ground, you can drop switchers and routers piecemeal as needed over the next ten years.
