I couldn't find any clear institutional identification on that site. On the other hand, the first external link on their "Linkshare" sidebar is the Washington Times. Which, when last heard from here, had the Chinese arming the Taliban, in line with the pre-9/11 conservative orthodoxy of demonizing China at every opportunity and somewhat in contrast with certain geographical limitations. Ok, some semi-official confirmation from directory.google.com :
