4th....my last thought on this.....there are other techniques, other then Fed funds, in which Fed injects liquidity, and Greenie been doing that in excess since 94 (with an incredible pump at end of 99)...all those dot.com's that failed would have never gotten off ground w/o the extra liquidity... And Greenspan's intentions (94 Mexican bailout, 97 Asian bailout, and 98 LTCM bailout)...well, I would argue he was attempting to remove the moral hazard for selected groups, and that was wrong...Y2K is harder for me to criticize, for no one knew what to expect there....
