Yes. How could anyone think otherwise? One must understand what an interest rate does.

And yes, it means that say, if the Japanese dumped all their T Bonds on one day, there would be no effect on US interest rates. In fact, within several days of the dumping once the market stabilized, the price of the T Bonds would go back to where they were trading before the dump.
