Japan, Hong Kong, Singapore, South Korea, Philippines have all been successful countries where democracy was introduced by colonial or foreign military powers [I think that's true]. Taiwan had no history of democracy but seems to do okay. India's democracy has been successful in a social sense, though not in an economic sense because the population votes for submission to state socialism.

Why pick a few bad eggs such as Rwanda?

Defeat the Taleban [and Osama's bunch]. Install the United Nations as the boss. Introduce a UN-designed constitution. Hold elections for locals to run the place, perhaps as two separate self-governing provinces under permanent UN rule. Call tenders for an oil/gas pipeline or two or three to be paid for by tolls.

Start shipping oil.

All will be hunky dory and we can all live happily ever after.

PS: The UN will need a bit of reconstitution itself to enable such a project. But now that the USA is claiming to be anti-terrorist and Russia, China, Britain, France and others seem to be like-minded, that should be an easy sell. Palestine [George W's in favour of a state] could be the second UN protectorate within the new constitution.

It's all very simple. Then everyone can buy a CDMA cyberspace phone and the world will be happily harmonious.
