The 2 big states in opposition are in big financial trouble. MA with the big dig overruns and CA with power costs. These jerks are just grandstanding - they don't have the budgets to go into a prolonged litigation. Additionally the Fed Courts are going to turn a jaundiced eye on the minority. Are consumers in CA or MA special as compared to the rest of the US. The fact that so few states are left (or even were in it from the beginning) shows that this was competitor protection suit from the get go. JFD
