BRUSSELS (AP)--Thousands of Afghans face death unless more humanitarian aid
gets through to them soon, the European Union's Humanitarian Aid Commissioner
Poul Nielson warned Wednesday.
Speaking at a European Parliament hearing into the Afghans' aid needs, Nielson
called on combatants to provide "a guarantee of security for all humanitarian
actors as well as a guarantee of their freedom of action."
However, he didn't repeat the appeals of some humanitarian agencies for a
pause in the U.S.-led bombing campaign so more aid can get into the country.
"There is reason to believe that thousands may die soon inside Afghanistan
because humanitarian aid can't reach them and they are too weak to search for
it," Nielson warned. He said the E.U. estimated 2 million Afghans are on the
move inside the country, fleeing towns to rural areas.
The E.U. has committed about EUR300 million to Afghanistan this year and
Nielson stressed aid is still getting through despite the fighting. He said the
U.N.'s World Food Program is using 146 trucks to take in food and other aid and
that the E.U. is helping provide about 50 more.
Nielson also said he E.U. and other donors should be prepared to finance "an
enormous reconstruction and rehabilitation effort" after the Taliban government
has gone.
At a news conference on the margin of the hearing, European Parliament
President Nicole Fontaine brushed aside calls for a break in the military
campaign against the Taliban, saying, "The destruction of the Taliban regime
should be carried through as soon as possible."
