Commodity price turnaround ?

i do not see commodity price turning positive for at least the next 2 quarters. Several companies seem to be trading ahead of them selves in anticipation of a turnaround. If the prices do drop and test the 1975 lows what effect will this have on the market ? TEK.b has a PE ratio of 65-1 right now and the market does not seem to have noticed. even when I discount the write downs the PE ratio comes out around 20-1 which seems high.
Will aturn in the positive direction move the (so called blue chip) stocks or is the price allready built in ?

I do recognize that the focus of this thread is on early stage companies but i think it may apply to many of those as well.
