Let me explain my simple minded friend. Your statistics say that Gore is as good or better (out of a choice of good, better, worse) than GWB. You chose (or the author did) to use two of the choices to make the point. Here's a hypothetical that proves that it proves nothing. Doesn't prove they are wrong (and I did not state they were). Just proves they don't mean anything to a thinking adult.

Gore is better 15%
Gore is the same 50%
Gore is worse 35%

That would equal 65% think Gore is better or the same. Problem is that means 85% think he is worse or the same.

Do you now see that incomplete statistics can be used to trick and fool the unintelligent?

Now the case is closed. Unless you see fault in my logic, in which case we can go another round.
